If you just want the runtime executable...

Download ZIP from
https://windows.php.net/download

Unpack to some folder, e.g.
C:\php\

If needed, add PATH:
http://php.net/manual/en/faq.installation.php#faq.installation.addtopath

KILL YOURSELF WITH YOUR MOST USELESS TUTORIAL!!!

The whole tutorial contains only one sentence "to install php install install WebPI or XAMPP or WampServer or ..."

JUST WTF? WHAT SHOULD I DO AFTER THIS INSTALLATION?

That's all there is to it. But if you want to run from the command line you will have to add php to the system or user environment vars.
